It is a percentage, not marks

There is no cut-off per part
Every official document states this. Only the combined total is ranked, so a weak Part A is survivable and a strong one is worth exactly its marks.
A floor sits under all of it
33% for General, EWS and OBC; 25% for SC, ST and PwD. Clearing the floor qualifies nobody on its own — the cut-off is still the cut-off.

Every other page you will find on this query has one, and there is no method behind those numbers. The cut-off is not set in advance: it falls out of the merit list once the papers are marked, so it depends on how a few thousand strangers happened to do. In the table above the UR JRF figure has ranged from 48.38% to 58.875% across 6 sittings, and it fell by more than eight points between two consecutive ones. A prediction would be the only number on this site you could not check.
What is worth doing instead: take a full paper under the real clock, score it under the real marking scheme, and compare that against the range above.
